Stand-alone DBs

How do you make stand-alone DBs?
I have heard that you need to have MS Access Developers’ Edition to legally make stand-alone Access DBs. Is this true?

If so, any idea how much it costs (just Access, not all of Office) in Australia, and where to get it?
