starting a trusted domain

I have two NT4 PDC servers on the same network running only TCP/IP. One server is at SP4 and the other is at SP5. The SP5 server can configure either a trusted or trusting domain for the SP4 server, however when trying to establish either a trusted or trusting domain on it the SP5 server returns ‘Access denied’ Can anyone help me resolve this trust issue.
