Starting a VPN service website: What’s all needed?

Good day house, i intend venture into the VPN business but selling dedicated IPs only like mainvpn.com.

I want to start a website similar to hidemyass.com, worldvpn.net, mainvpn.com though am not in to compete with them as they are already established big website.

I learnt i need to have a dedicated server and how to i get the IPs i will be reselling?
