Strange Gpedit.msc issues (virus?)

Recently on my computer I wanted to modify some settings in gpedit.msc so I could add a custom shortcut to Windows XP save/open dialogs. I was using directions from this website (http://www.simplehelp.net/2007/07/28/how-to-set-custom-shortcuts-in-the-windows-xp-save-as-dialog-box/). However in the user configuration/admin templates directory only the windows components folder is available. Then in there only the Windows Media Player and Windows Update folders appear.

Back in September and October I had a serious infection of viruses that took a while to fix. Id say I’ve gotten rid of most of the malware but my computer still takes a long time to start and shutdown (however I am using Norton Antivirus 2008). Could the group policy problems be a result of the virus I had? Also, can this be solved with few registry fixes or will it require a whole repair of windows?
