Suggestion for a global ISP

We have a 1000+ mobile users worldwide and I am looking for an ISP to provide internet dial service to them. Currently, mobile users are having their own AT&T or IBM Global Network account individually. I am hoping to find a vendor to consolidate the billing and management. Any suggestion highly appreciate.
