svr 2000 smtp relay to svr 2003

I have a svr 2000 and svr 2003 environment.
Svr 2000 relays external email, but will not send smtp internal mail to svr 2003.
The occaisional email will be sent, but the bulk are not.
Stopping and starting the service does not help the propblem. Can someone advise please.
