Symbolic Links

I was wondering if anyone can point me in the right direction regarding my situation. I am migrating data from Samba to a Windows File server. In this file server each user gets their own personal share as well as departmental/Group share. Rather than creating a ridiculous amount of folder shortcuts, I would like to create symbolic links to these group folders. Is there a way to do this via command line, maybe in Power Shell? Whatever help is greatly appreciated. Thanks in Advance.
