system is not respinding

when i start system it is not starting. it is giving some continous beep type sound . eventhough i press turnofff button or restart button i am unable to control sound. again i have to turn off the power then only sound can stop. my system configurations are 2GB ram,250 GB hard disk,2.4hz, GA-945 GCM-S2L(GIGABYTE) mother board.

recently i installed sql server , visual studio in my system.
