system policy editor for nt server 4.0

Hi,
one of my co-workers used system policy editor on the server and restricted access
even for me the administrator.Not only that
he deleted netlogon file and netconfig file
Now i have no access to administrative tools.
Any suggestions before i reformat the C:drive
