System Security-keyboard is locked

I am getting an error on a Win95 pc htat states”the RF-ID Tag has been changed 184 asset control antenna not detected. System Security-keyboard is locked” I have tried using a boot disk and will not boot, tried f1, f8 and nothing will get me pass the error. Do anyone have a possibly solution for booting the pc or correcting the problem.
