System State Backup

Hello,
I would like to BACKUP the System State data of my Windows 2003 Server R2 Standard edition in SAFE MODE.

I cannot login to windows in normal mode, because I have an error with the activation, so my only option to login is in Safe Mode, and then to reinstall windows and then to restore the System State.

Can I use NTBACKUP under Safe Mode (I tried and it didn’t work since the Volume Shadow Copy service cannot be started under Safe Mode), or maybe anyone knows of a different software to do this ?
