sysvol replication

We’re using a server 2003 AD environment with 2 DCs in one site.

AD Changes replicate almost instantly but my GPO changes don’t replicate and new GPOs don’t get replicated between the 2 DCs.

I have done what MS suggests here: http://support.microsoft.com/kb/290647/ and http://support.microsoft.com/kb/887303

FRS is running on both servers as local system account.

Does anyone have any suggestions?
