Tablet PC with Windows 2000

Does anyone know if there is a way to get the full functionality of a Tablet PC (things like using the pen for input, changing screen orientation, etc.) from Windows 2k, or does it require Windows XP Tablet Edition. My company wants to start giving Tablet PC’s to some of the employees, but we currently only support Windows 2k. Any help is appreciated.
