Tape Backup to recover the entire file and domain controller

This is my first post. I appreciate all your help in advance.We are in process to implement DR plan.

In case of the server crash (file server and DC), is it possible to recover from full backup tapes? or should the OS and other applications need to be installed on the new server first. I personally feeling that we will need to have new server with OS and Applications installed to be able to recover the data on the tape to server.
