Task manager Does not work on Windows XP

although i have kaspersky antivirus with last update and i did virus scan for all hard drives with no virus result, but when pres Alt Ctr Del then task manager it does not work.

is it virus or SpyWare or Trojan cause this problem?

please help to solve this problem?
