Taskbar and registry editing has been disabled by administrator

Hi,
need a check on how to enable the registry and taskbar (hope my system doesn’t have virus infected)while logging as a administrator getting any error Taskbar and registry editing has been disabled by administrator on win 2003 server.

Note: already tried using one RRT Tool to diagonise the porbs but it didnt worked out.
