Taskbar not locked but still can’t dock a new toolbar

Hi,

I am using Windows XP Pro. I used to have just regular Windows XP but I bought a new computer.
Now I am unable to move a new toolbar (I want a hide-able desktop bar)to another location other then just sitting in the taskbar. I can slide it from side to side IN the taskbar but that’s it.

This is really driving me crazy as I hate having the shortcuts sprayed all over my monitor.

Any ideas?
