TCP/IP

Im doing a project and im wondering if anyone can give some input on a part of the project.It has to do with management does not want to deal with issuing and keeping track of TCP/IP addresses. there is going to be about forty employees that are in the business, but only 10 are going to have outside access to the network. should i be using a single server for this purpose of should i part of the root server?
