TCP/UDP Port Operations

I know how to view a list of open ports by typing “netstat ?a” in the command prompt. How do I setup ports (i.e. manually open and close permently, open only when needed then close , etc). I have to harden a variety of servers and clients. How do I do the same thing for services and processes.
