tcpip error ID even 4199

Hi,

I have a laptop with windows xp and a wimax internet connection.
I got frequently this tcpip error with the following details in the event viewer:

type: error
source: tcpip
id even: 4199
message:
“The system has detected a conflict address for the IP address 192.168.100.10 with the physical system address 00:16:76:76:39:A9 …”

my laptop did not belong to any local network, it is directly connected to the modem (which hold the 192.168.100.1 ip address).
