Temporary Terminal Server Licenses

I have a terminal server that has 25 Licenses installed. I upgraded it to 35 Licenses because (by chance) I noticed that it was handing out 90day temporary licenses because it was out of permanent ones. Has anyone found a way to make the Terminal Server Licensing stop issueing Temporary Licenses? (reason, the powers that be want people to just be denied if there are no licenses available)
