Term Server will not Shutdown

I have a Terminal Server that I just started administrating, but I can’t figure out why I don’t have the shut down option available to me. I can hit start-shutdown, but when I get to the security screen I only get log-off. I caheck the policies and there are all fine. Can someone please help me.
