Terminal Server 2K in App mode will not install apps.

Our 2K terminal server crashed. We reinstalled win2k sp4 terminal server. Database for term server is on a domain controller. Tried installing Microsoft Office 2K pro and keeps saying installation failed. Followed directions on TechNet. Help. Thank You.
