Terminal server connectivity

I have a TS with a Broadcom 10/100/1000 NIC that will give a an IP address conflict with a MAC address that does not exist. This is a staticaddress.
I created a network on the bench with different router and the same subnet and it works fine.
I shut off the DHCP server on the original network and I still get the conflict.
Any suggestions?
