Terminal Server Discovery

I have 2 License server in the same domain.
The problem is I dont see both the servers listed in Start->AdminirativeTools->Terminal Server Licensing. I have to connect manualy each time. Everytime I reboot the servers things goes back to normal but after sometime the problem appears. However there is no issue with users connecting to both TS. Both the servers are running on Window Server 2003.
