Terminal Server setup and Access

ok so ive managed to set up this new network, the DC running SBS 2003 and also acting as the TS Licensing server, the TS server is running Server 2003 Standard. first question is and im pretty sure the answer is yes, is do i require corresponding Server 2003 (or is it SBS2003 as the SBS is running ts licencing) licences along with the TS licences?

second question is that currently just using temporary licences I can connect to the TS under my administrators account however no other account i create can connect via ts, i have enabled allow acces view terminal services under the remote acces group policy and on the local policy on the terminal server
