terminal service wallpaper

I have users connecting to a terminal server. I have them executing a specific program which is setup in active directory environment variable for each user. This does not execute explorer.exe which is good. The background wallpaper for this connection is grey. I would like to put a company bitmap as the wallpaper. I can not find a setting or registry key to alter this background. Any ideas.
