Terminal Services

My supervisor has instructed me to install the Terminal Services client on a computer of member of our Web Services Department.
My problem is that the only way I know to add Terminal Services to a Windows 2000 workstation is to install the Adminpack.msi. This will give the user access to all of the administrative tools.
Is there anyway to only grant access to the terminal services portion of the admin pack or to install only the terminal services client.
