Terminal Services Licensing

I have a client that running Windows 2000 Server with Citrix Metaframe 1.8. As we know when a no 2000 machine logs in it takes a Terminal services CAL. My question is how can I regain that license back into the pool of available Licenses? I have looked at the Microsoft Website and got the idea that I have to call Microsoft to do this. Is there a workaround?
