Terminal Services Profolies Admin can not access

We are in the process of moving our TS profiles to a new server and when were testing it out it is creating new user profile without out a issue but admin don ot have right to the profile. We have turned on the GP to admin rights to users profiles but we are still getting the error. We set the share up domain admin FC profilegroup read write. NTFs domain admins FC and Creator owner FC
