TFTP Server Won’t Start

I just downloaded the SolarWinds TFTP Server, and I configured my router so that my computer can ping my router, but the TFTP server will not start. I am operating the server on a Windows Vista computer. I have experience w/ the Linux environment, but am not having much luck getting the server to start in windows. What could be preventing it from starting? Is there a similar command such as that I can type to get it going? Any help would be greatly appreciated. Thanks.
