The modem failed to respond at install

After several different good modems were attempted to be installed on my cyrix 686, I am without a clue what to check or do next.
Under Windows 95b with plug and play, using the Modem wizzard I can Add my modem, when it was not automatically detected. I can see it when I click on Modems|Diagnostics|MoreInfo, but the more information pops an error message saying that “The modem failed to respond. Make sure it is properly connected and turned on. Verify that the interrupt for the port is properly set.” To make it simple and easy I wiped the hard drive clean, loaded Windows 95 after the Format, and only the mouse is on Com1 and the Modem is on Com2. Other than a keyboard and monitor there is nothing in the Device manager list to add confusing conflicts. The modem, brand new from Gateway (56k pci voice modem sf-11561vr9a) worked fine at the office so I brought it home and tested it last, after two other brands had the same message. I checked the System|DeviceDrivers|Modem properties and it agrees use is Com2, Interrupt is 3, Address is 2f8 UART is Ns16550AN. Normal comm.drv is seen as expected, dated 8/24/1996. The Com Port properties shows same Interrupt Request 03 and I/o range 0258-02ff as expected. I looked in the Registryand saw nothing unusual or unexpected as per the manual I have on Windows 95. This sounds like Windows software is not able to find something in the right place but what? What steps for more information or error analysis are you suggesting or Utility to remedy?
