Throttle network bandwidth for app/user

Hello

I am trying to find a solution for this problem for over 6 months now, with no success:

I am using Win2k Adv.S

Is there any way to throttle network bandwidth on an network adapter. Or throttle bandwidth for a specific user or application. I believe it is possible but i don’t see any way to do it.

I already tried ISA-server but it can not limit bandwidth, it can only priorize protocols with it. With QoS i can do nothing eather because the network adapter is connected with an internet-cable-modem.

I found some progs (like Nimbus) that can limit bandwidth, but they are 3th party and blow-up my server-services and take to much control…

I really hope some ‘smart fella’ will come up with a good solution on this forum. Any ‘masterminded’ script/util/suggestion is welcome….
