Tieing IP requests to a port

I am not a networking guy by all means, but I can’t hire one, so I’m just learning more as I go.

I have a Dell PowerConnect 5448 which has a Cisco IOS on it (at least a majority of the same commands). What I want to do is somehow setup so that all packets sent to 147.51.x.x be sent to physical port 44. This is where all the IP’s of 147.51.x.x reside so useing 147.51.0.0 may work as well.

Is this possible?

On a side note, I figured all the requests for he Ip should show up in the ARP table, so I thought I’d just drop the pointer in there, but when I show the ARP table, there’s only 2 addresses ni there, both of which are servers that are physically connnected to the switch. Not sure what’s going on.
