Time Server on a Domain Controller

I am trying to set up our domain controller to be an authoritative time server for our network. I followed the instructions listed here: http://support.microsoft.com/kb/816042

But when I run w32tm/resync I still get the message: the computer did not resync because no time data was available. I am also getting Win32time warning event id:14 and error 29.
