Tools for troubleshooting

We were maintaining about 300 sites which their internet access running on broadband access. Some times, we having problem to troubleshoot why their internet access were slow. When we report to local ISP, they pointing to local network. Any recommended tools for bandwidth utilization or LAN congestion detection or physical device detection.
