Toshiba Laptop modem not connecting

I have a Toshiba Satellite A60 Laptop that can not connect to the internet through dialing. The laptop uses XP Professional OS and connects to internet through RJ45 Jack. I have tried to change the country/Region but all i get is conflict of telephony. When using the Internetconnection Wizard it deactivates the dialing radio button. I am in Kenya and from the modem region selection list my country (Kenya) is not in the list. Please assist
