Track user software

Hi

Do you know of any software that can run a track on what the user has done on the PC?
Example:
Whether the user has downloaded any company info to thumbdrive, CD/DVD media.
What the user has deleted?
What files the user has accessed?

or there is something can be done at GPO level?

The environment is Win2K
