traffic shaping

We need to implement traffic shaping solution for some our sites witcth are connected to our backbone network. We want to set the maximum bandwidth value for international trafic and some value for local internet.
I had looked through linux development sites but I dont think it will be enought processing power for effective traffic shaping.
