TS Licensing issue & Windows Server 2003

Currently the company I work is running into an license issue with Terminal Services on Windows 2003.

Environment: Branch locations running Windows 2003 Server. The branch locations can have 2-10 WYSE thin-clients, which connect to their respective 2003 server using RDP (the RDP protocol is written by WYSE for use on their thin-client machines). We have uninstalled Terminal Server Licensing and using Microsoft KB article KB279561, we have entered into the Registry the IP for a License Server located at our Corporate Headquarters.

Problem: The branch locations are receiving a message that their temporary license will expire in XX days. Not all branches are receiving this message (roughly 400 of our locations are setup like this). The branches should be connecting back to out corporate license server.

Additional Info: We remotely connect to the branch locations using RDP through a VPN tunnel created by a Cisco router. The branches also connect back to our corporate system through the same VPN tunnel; however this is done mostly by web applications or our proprietary POS application. The branch locations are on a mix of DSL and dial-up connections.
