Turning off Border Manager DHCP services

How do you turn off Border Manager DHCP services? We are running Border Manager version 3 with novell 4.11. We have recently moved DHCP services to another server, but Border manager is still trying to perform DHCP to clients and wreaking havoc onthe network. We need to be able to turn DCHP off and keep it off when the server is rebooted.
