Two IP addresses in XP machince

i have a XP PRo PC with two ip adresses on one NIC: one is for ICS, another is LAN segment

192.18.0.1 255.255.255.0 (ICS)
10.10.0.24 (LAN)

Why i can’t see other PCs uder ” view network computers” ?

would appreciate if any one could help me .
