Two problems with Vista and Microsoft Applications

I have had nothing but problems trying to install SQL SERVER 2005 using the VISTA os.
I continuously get a ” a connection to the database could not be established as there is no connection on other end of pipe.” This same program runs on XP Professional without any glitches. I am not sure what the corrective action is; I have written several people and received an acknowledgement but never heard back as to what corrective action I should take.
The second problem I have is with IE 7. If I want to download something from TechRepublic and I log in, I am put in a continuos cycle of logging in and then being asked to log in again..the site is treated as restricted web page.. I have tried to change the setting to a trusted web site to no avail. I wonder if uninstalling and reinstalling IE7 would correct the problem or would that be an exercise in futility?
