Unable to browse other subnets

We have Novell servers, several subnets, Win98, Apple and Win2000 workstations. We use both IPX/SPX and TCP/IP. We do not use WINS. All IP addresses are static. I have a Win2000 workstation. There is a Win98 computer on my subnet. I can see its shares in network neighborhood (my network places). I cannot see Win98 computer shares on any of the other subnets. This is as expected. However, the Win98 computer can see all other Win98 shares on other subnets. How is this possible? Why can’t my Win2000 computer see the same browse list as the Win98 computer?
