Unable To Browse The Network

I have two IBM computers 98SE and XP setup with a crossover Category 5 crossover cable. I have access to the 98SE files and photographs in the XP. However when I double click Network Neighborhood>Entire Network on the 98SE I receive Unable To Brouse The Network. There are no computer Icons on the screen. XP shows Icons of the 98SE. In other words a one way network. Workgroup name is identical. Appreciate any assistance. Robert
