Unable to create files, access denied

I have encountered network folder problem in windows 2003 server.
User seems can’t create any files and folder in the network folder; despite the network folder already granted necssary permission and allow group of users to access with modify permission.

system always prompts “unable to create files, access denied…”

Would appreciate if anyone could assist me on this issue.
