Unable to create user from “scott” account with granted DBA?

As of now, playing around with Oracle DB 11g on Windows XP. Signed in as scott client (not sysdba) with allowed DBA part. As indicated by Oracle docs “DBA = All framework benefits WITH ADMIN OPTION”. Why then formation of another client gives mistake “ORA-01031 inadequate privileges…”? Here’s DDL summon executed utilizing SQL Developer:
