Unable to Format Hard Drive

I have a laptop with 200mhz 48MB ram. I have run Fdisk to create a primary partion. But when I try to format C:\ it gets to 27% then says “Not Ready Format terminated”.

I am doing this from a Win98 startup disk.

Any ideas as to what is going on?
