Unable to locate DLL in office 97

I am running office 97 on a Windows NT 4.0 SP4 machine with the latest service pack of office installed.

When I launch access I get an error “Unable to locate DLL” then when I try to import text I get an error “Active X control cannot be found”
I tried Re Installing.. Un Installing and Re Installing. Re Installing the service packs.. What next?
