Unable to turn 5166 Compaq desk pro on

We are using a 5166 Compaq Deskpro (Wind 95) The start up diskette and it will not recognize the A drive at all. When I turn on the computer the keyboard lights briefly, the CD rom drive lights up for a second then nothing. No sounds, no picture, could it be the video card, Any idea what the problem could be?
